Directions
- 1Boil the chiles, garlic cloves, and tomatoes in a pot.
- 2Transfer the boiled ingredients to a blender.
- 3Add white vinegar and the cooking water to the blender, using roughly double the amount of cooking water as vinegar.
- 4Season with salt, black pepper, cumin, and oregano, then blend until smooth.
