Heat about 1 inch of vegetable oil in a skillet over medium heat.

Fry the flour tortillas one at a time until golden and crispy on both sides, then drain on paper towels.

In another skillet, cook the ground beef until browned and fully cooked. Drain excess grease if needed.

Stir in the taco seasoning and water, then simmer for 3 to 4 minutes until thickened.

Warm the refried beans in a small saucepan or microwave.

Spread refried beans onto one crispy tortilla, then top with seasoned beef and another tortilla.

Spoon enchilada sauce over the top tortilla and sprinkle generously with shredded cheese.

Repeat with the remaining tortillas to make 4 Mexican pizzas.

Bake at 400°F for 8 to 10 minutes until the cheese is melted and bubbly.

Top with diced tomatoes, green onions, sour cream, and jalapeños before serving.
